Der Begriff „Sozialraum“ ist ein Synonym für eine räumlich begrenzte Einheit, die aus planerischer Sicht betrachtet wird, ohne dass es ein allgemeingültiges Verständnis darüber gibt. Er stellt eine Verbindung zwischen dem physikalischen Raum (Stadtgebiet) und den Menschen, die darin leben, her. Den räumlichen Bezugsrahmen in Hamm bildet eine Gliederung des Stadtgebietes in 9 Sozialräume und 27 Wohnbereiche. Basis zur Entwicklung der Sozialräume waren die Baublockgruppen (kleine räumliche Einheiten unterhalb der Wohnbereiche) und die Stadtbezirke. Ein Ziel war es, die häufig verwendeten Begriffe „Hammer Norden“ und „Hammer Westen“ abzubilden" ;
