Was ist ein UDZ? Wie wird er umgesetzt? Warum braucht es ihn? Die Charta bildet eine Synthese des Verständnisses, das sich im Wuppertaler Projekt „DigiTal Zwilling“ herauskristallisiert hat. Sie soll Kommunen in Europa dabei behilflich sein, einen Urbanen Digitalen Zwilling als Katalysator der Digitalen Transformation zu begreifen.
