Die FFH-Richtlinie 92/43/EWG zielt darauf ab, einen günstigen Erhaltungszustand der natürlichen Lebensräume und wildlebenden Tier- und Pflanzenarten von gemeinschaftlichem Interesse zu bewahren oder wiederherzustellen. Zur Gewährleistung dieses Ziels sind die in der Gemeinschaftsliste der EU bestätigten FFH-Gebiete von den Mitgliedsstaaten als Besondere Schutzgebiete (SAC = Special Area of Conservation) auszuweisen. Die Schutzausweisung richtet sich in Nordrhein-Westfalen nach den Vorgaben der VV-Habitatschutz, Nr. 3.1. und erfolgt in der Regel durch Festsetzung als Naturschutzgebiet. Bei einer Reihe von Gebieten wird die Sicherstellung allerdings gemäß § 32 Abs. 4 BNatSchG über Verträge des Landes Nordrhein-Westfalen mit Grundeigentümern bzw. Nutzerverbänden gewährleistet." ;
