Open-Data-Dienstanweisung Wuppertal

Die seit dem 18.10.2019 gültige neue „Dienstanweisung über die Bereitstellung von Open Data (offenen Daten) in der Stadtverwaltung Wuppertal – (DA Open Data)“ regelt die Rahmenbedingungen für die Bereitstellung der Daten im Wuppertaler Open-Data-Portal www.offenedaten-wuppertal.de. Die DA Open Data konkretisiert die Grundsatzentscheidung des Verwaltungsvorstandes der Stadt Wuppertal vom 13.06.2016 für eine „Open by Default“-Politik in der Publikation von Verwaltungsdaten. Die proaktive Bereitstellung offener Daten wird mit Inkrafttreten dieser Dienstanweisung für alle Leistungseinheiten der Stadtverwaltung Wuppertal zum Standard für den Umgang mit ihren jeweiligen Daten. Die Beschaffung von IT-Anwendungen findet ab sofort verpflichtend unter Berücksichtigung von Open-Data-Aspekten statt. Bei Ausschreibungen ist zu fordern, dass die IT-Anwendungen Zugriffe zur automatisierten Ableitung von Open-Data-Dateien erlauben. Die DA Open Data regelt, dass die Inhalte im Wuppertaler Open-Data-Portal durch dezentrale Redakteurinnen gepflegt werden und beschreibt differenziert deren Rolle in Abgrenzung zu den datenbereitstellenden Leistungseinheiten. Die DA Open Data unterstützt die Redakteurinnen durch ein klares Regelwerk für die Zuweisung von Open-Data-Lizenzen, wobei die Stadt Wuppertal bevorzugt mit Creative-Commons-Lizenzen arbeitet. Technische Details (Datenformate, Lizenzen, Metadaten etc.) sind in Anlagen zur Dienstanweisung ausgelagert.
